Vision

The Hutchinson Recreation Commission and City Park Department in cooperation will aquire and develop a balanced and equitable system of quality parks, recreation facilities and program that support the needs of all residents. They will educate and connect the community to a variety of passive and active park and recreation experiences that celebrate living in and visiting Hutchinson.

Mission

The Hutchinson Recreation Commission and City Park Department will jointly plan and design parks, recreation facilities and programs that enhance their resources including those of other organizations and service providers to maximize the opportunity for beautification, conservation, education, health, fitness, sports, special events, and the arts through affordable recreation pursuits.

History

The Hutchinson Recreation Commission has been in operation since 1947 and serves all members of the community regardless of age, abilities or disabilities. Hutch Rec operates the following facilities: Elmdale Community Center, which houses the Elmdale 50-plus Center and the Elmdale Wellness Center, Keller Leisure Arts Center, Dillon Nature Center, Salt City Splash Aquatic Center and a variety of ball field complexes located throughout the city of Hutchinson.

Approximately one half of the operating budget comes from a mill levy assessed to all properties in USD #308. Activity fees, fund raising efforts, foundattions and grants from the United Way as well as other local, state and national organizations cover the remaining budget. Hutch Rec has only received a one-mill increase in tax support since 1979.

According to state statute, Hutch Rec has a governing body of five commissioners of which four are appointed by the USD #308 Board of Education and the fifth is appointed by the other four commissioners. Presently, as the request of Hutch Rec, the school board appoints one of its members to serve on the commission and the Assistant City Manager servers as an ex-officio member of the commission.
