The Billerica Plan is a non-profit partnership between businesses, government, and the community of Billerica, Massachusetts.

Beginning as a cooperative effort by a group of local business people in 1987, it was created for the express purpose of improving the image and the general quality of life in their community. The first projects undertaken by The Billerica Plan included educational scholarships, the protection of water and land, the creation of public areas, traffic safety, and attracting new business to Billerica.

Our principle objectives are to:

* Promote the conditions that would assist the growth and development of local businesses and professions.
* Enhance the quality of life for all Billerica citizens.
Promote public and private cooperation.
Provide financial stability, through local corporate cooperation, to ensure effective implementation of programs.
* Foster better education in our schools.
* Improve transportation infrastructures.
* Support Town fundraisers with both contributions and member participation.
* Serve as a catalyst in developing community involvement among our members.


The first obligation of The Billerica Plan is to the community of Billerica, its citizens, and its businesses. It is an ongoing task in which the pipeline of projects aimed at adding value to the community is always full. When one project is complete, a new one quickly takes its place.

What The Billerica Plan is not:

* A Proposition 2 1/2 override for community organizations.
* A financial supporter of community non-profit organizations that do not promote economic or community development.
* A political stepping stone for any individual and organization
