White Hall is a first class city with a population of approximately 5,000, provides the advantages of a big city while still keeping the flavor of a small community. White Hall has community facilities available for enrichment and recreation. They include an outstanding baseball and softball complex, a city park, a county branch library system, a Post Office, and a city museum. The Jefferson Industrial Park, the White Bluff Power Plant, the National Center for Toxicological Research (NCTR), and the Pine Bluff Arsenal surround a diversified industrial, business, and professional community. Southeast Arkansas College (SEARK) and the University of Arkansas at Pine Bluff (UAPB) are located nearby. District patrons work mainly in industry, business, sales, service occupations, and public employment with local, state, and federal agencies. Over the past five (5) years, unemployment has steadily increased in Jefferson County. However, this unemployment has not adversely affected student enrollment. District schools have experienced gradual growth.

The White Hall School District is located in the northwest corner of Jefferson County. It is composed of approximately one hundred four (104) square miles of urban, suburban, and rural areas. The incorporated cities of White Hall and Redfield are located within the district boundaries. Pine Bluff city limits also extend into the southeast portion of the school district. The Pine Bluff Arsenal, a military installation, resides within the school district boundary. Census figures from 2000 show the district population as 13,561.
